I Peter 3:18-20 has this to say--

For Christ died for sins once and for all, the righteous for the unrighteous, to bring you to God. He was put to death in the body but made alive by the Spirit through whom also he went and preached to the spirits in prison who disobeyed long ago....

So it appears that Christ preached to those who had died prior to his arrival. I would think that Christ would only give the Message to those who could hear and make a decision to accept or reject it.

Some sects believe that those "spirits who disobeyed long ago" refer to the servants of Elohim who abandoned their first estate (i.e., the "fallen" angels). This is suggested by the different word for "preach" than what is used elsewhere.

But I wouldn't be surprised if your interpretation were just as correct, since "giving everybody one more chance" is so obviously in His nature (and just one of the many ways in which He differs from His recent impersonator, the Dark Lord Allah).
