Not legally. Electronic Communications Privacy Act, brought to you by the cellular industry's lobbying efforts.

As a practical matter, it's not hard to pin down a cell phone which is on and making or receiving calls. What's more difficult is connecting a particular person and which phone, out of the millions out there, that that person has. Of course, the easy thing to do is turn it off and remove the battery...

They probably can "single out" the calls coming from that area "right after the hit" but with these throw aways, I don't think it would do much good.

They might ask the public to turn their radios while they are in their cars to a certain station and turn them off if they ask them to and/or only use their cell phones to call 911..they will pass on word to your family that you are okay as soon as they're finished talking with you.

Kinda like...let's see who's left talking and/or force them to be without a spotter and/or communication.

But I think cell phones are a no, no if this is an "OPERATION" which leads me to think two-ways are more likely.
