At this point I'm playing devil's advocate more than anything but here goes -
* People sometimes see what they want to see. If these witnesses were already convinced this was Islamofacist terrorism, they might have tricked themselves into seeing dark-skinned people.
* Could be tricks of the light.
* Dark skinned could be anything from anglos with dark tans, to mediteranean types like me, to light skinned blacks, to hispanics, to even Asians.
But you know what? As someone who has probably given himself carpel tunnel syndrome arguing that this is likely eco- or anarcho-terrorism, I'm really starting to think its the al Quada types along with just about everyone else on this forum.

With the eyewitnesses, I would flip to the middle eastern jihadist opinion were it not for the tarot card. I just don't see how that fits with the Al Queda types.

They must have very good lights in Fredricksburg. To see the shade of their skin in a dark parking lot would be next to impossible. This is only my opinion.

You speak truth. More likely than even tricks of the light are the perspectives of the witnesses. I've noticed that depending on who they hang out with and their own ethnicity, Asians will think I'm white, or maybe half-Filipino, whites "know" I'm different but can't pinpoint it, and with blacks they've most often felt I was some form of Latino or white.
Dark-skinned could mean a bunch of things, but it really depends on the witnesses. If all but one of them is white, then they'd see MidEasterners as "dark," while someone who is dark themselves would often see anything that ain't black or obviously Asian as "white."
