So the other two are Howard and Anne Arundel. Did he give a reason for including those two counties where, as far as we know, the sniper hasn't shot anybody? Why not the whole state?

If you see the sniper about to kill a child, DO NOT draw and fire your concealed pistol, or you will be prosecuted.

Allow him to kill the child, then curse at him.

Brian Wilson reported that the Governor stated that the police have enough to do without responding to recreational shooting that callers to 9-1-1 may think are the sniper.

I don't think anyone who shoots the sniper or uses a firearm for self-defense need be concerned about being prosecuted for disobeying the order. Some of the responses on this thread are silly, bordering on ridiculous.

Federal courts have never held that the Second Amendment binds states. But maybe they will have to consider the issue now.

They may not have to, if the Maryland Constitution includes some parallel to the federal Second Amendment, as many state constitutions do. Anybody know whether it does? Not that I would rely on Maryland courts to do anything but interpret such a provision into meaninglessness.
