At first hearing, this sounds like it would be beyond a governor's discretionary power.
To: Alas Babylon!
It's unconstitutional, but I'm sure this will be greatly appreciated anyway by all the sucker moms in the state.

So the other two are Howard and Anne Arundel. Did he give a reason for including those two counties where, as far as we know, the sniper hasn't shot anybody? Why not the whole state?
To: ambrose
If you see the sniper about to kill a child, DO NOT draw and fire your concealed pistol, or you will be prosecuted.
Allow him to kill the child, then curse at him.

Looks like I will have to buy a Goose from the grocery store. </sarcasm>

At first hearing, this sounds like it would be beyond a governor's discretionary power. That was my point on my first reply to this thread.
But since when have Democrats cared about law or the limitations thereof?

Brian Wilson reported that the Governor stated that the police have enough to do without responding to recreational shooting that callers to 9-1-1 may think are the sniper.
To: Alas Babylon!
I hope this also applies to cops in those counties. There are a few banks there that I think "need a good robbin'."

I don't think anyone who shoots the sniper or uses a firearm for self-defense need be concerned about being prosecuted for disobeying the order. Some of the responses on this thread are silly, bordering on ridiculous.
To: Dog Gone
Federal courts have never held that the Second Amendment binds states. But maybe they will have to consider the issue now.
They may not have to, if the Maryland Constitution includes some parallel to the federal Second Amendment, as many state constitutions do. Anybody know whether it does? Not that I would rely on Maryland courts to do anything but interpret such a provision into meaninglessness.
To: Alas Babylon!
He should sign an order prohibiting Maryland politicians from shooting off their mouths.

That's all? Why doesn't he also ban the bombing of nightclubs and ban cancer and heart disease while he is scratching his signature across his proclamation anyway?
To: AppyPappy
Does this mean Glenspending is telling the sniper to move to Virginia? I wonder if Gov. Warner will have anything to say about this.
To: Lazamataz
Unbelievable!
To: Lazamataz
Can he just up and do that? No. But when exactly does that stop liberals nowadays?

To: Lazamataz
So, if this is beyond the governor's power, how can any penalty be imposed on somebody who disobeys the order?
To: Alas Babylon!
38 knee jerks.<P.
But, does someone have some substance on what the silly statement actually says?
