This is a tough one. If Bush follows the pattern he's used to this point, his answer will likely contain a great deal of subtlety.
One thing I'm absolutely sure of: He doesn't want the internal pot to boil over. That is a distraction, more than a distraction. This is what we try to do to our enemies -- take the battle to their homes. We surely don't want the battle here on our soil, where we must fight defensively. That tends to hurt your offensive capability.
