I tend to agree with you. Remington, Ruger, & Steyer (just to name a few) make very good bolt action "police counter sniper" rifles in .223 for urban use, available to the general public thru certain distributors

I wouldn't be surprised if there is a change of weapon.

This almost seems too soon after the news of the possiblility of the Marine being involved.

Think there is more going on than we know and it involves the size of this little group.
