Problem is that the small, high-velocity .223 round tends to over-penetrate, going right through the body rather than releasing its energy into the body. That's why the similar 5.56mm NATO round in our M16s required several shots in Somalia to down a target. Bowden talks about this extensively in Black Hawk Down.
