If it's "shots", it isn't the sniper. He hasn't fired twice yet.

He hasn't missed yet either. Suppose he missed on his first shot - don't you think he shoot again?

Actually, whether deliberately or accidentally, the first definite incident in this series of shootings did miss people. The shooter targeted a building window. There was an incident in early September that is being investigated as possibly the first in this string of sniper attacks. The victim was a man who survived.

Actually why they cannot confirm it a convience store clerk told someone from the press that a shot that occured at his store was a single shot that went in through a window but missed everyone. Although can be absoultely confirmed it had the same MO as the sniper.
