I say it's kids(17-22) who read a story about the tarot card being left by snipers and they combined that with thier terror.
I just read this story on a airsoft(play malitia weapon) site and it was posted in late Aug.

I'd read that some of our guys left a playing card when they had a good hit. My read then on the tarot card would be to encourage speculation it's NOT AQ. And it worked. I go back and forth but considering AQ trained to take down golfers on golf courses, this isn't out of the realm of imagination.

Agreed. The "Dear Policeman" part sounds a bit stilted to me.
