NEWSFLASH: Another shooting, approx. 9 AM, this time near Fredericksburg

I work in a newsroom in Fredericksburg, and they heard on the police scanner that a person has been shot at a gas station at "Four Mile Fork" which is a neighborhood just south of the City of Fredericksburg.
No details yet, but I wanted to let y'all know -- and keep up the tradition of FReepers getting news first.
Pray for the victim, and pray that this is a random shooting, and that this monster's terror has not widened yet again.

I searched posts at a hidden site for a "MoD Squad" and found his posts. Seems he was on a team and got kicked off. They said he had no life because he stayes home from school. Then I found a bio that sais he is now 17.

That would be the role of countersniper indeed. Albeit I'll suggest that all you state would be well used in a non urban environment such as a wooded area or jungle where all things human stand out like a neon sign to a good stalker.
But such methods has serious holes in the Asphalt Jungle involved here. I think if deployed in the numbers required to cover the DC/VA/MD area they'd be shooting each other and getting the right one would be analogious of winning the lotto.
