Actually he never said "strategery" It was Saturday Night Live who first said that on a skit about a debate with Al Gore

Do you remember how everyone complained that Dubya wasn't using the bully pulpit enough?

I don't think I have ever seen the Bully Pulpit used any better than George W. Bush has. He used it without getting negative, He used it without dividing, He used it by taking his case to the Ammerican people, He used it with dignity and honor and the vast majority of the American people support this President

However, "strategery" was such a cool word to describe the way the President hides his cards and his intelligence in order to outfox his adversaries, that we have all adopted the word to describe our savvy President's maneuverings.

I've heard he now uses the word himself in jest.
