YES. The cutoff should be 40 in 2000. If you were born before 1960, you can opt to continue to participate in social programs. Everyone after is OUT!!!

No, I think SS ought to be ramped down rather than having a cut-off date. For example:

Anyone retiring within 10 years of today gets full benefits (with full withholding in the meantime). A person retiring in 11 years gets 96% of benefits... 12 years, 92% of benefits, etc... something along those lines such that Social Security is phased out completely in a few decades, but doesn't totally screw people who have already paid in significant amounts. Residual benefit payments after withholding ends would be payed for out of general tax revenues... I think it's worth every penny to get rid of such an inefficient socialist program.
