If this is not the sniper, then what? What's the motive?Not a robbery from all accounts. All that's left is a "hit" or gang-style "drive by". This doesn't seem to be your normal "drive by", neither in terms of the victim, nor the location of the shooting.
I'm left to conclude that shotgun or no shotgun, this is the same perp responsible for the other shootings. After cops said that kids were safe, he shot a kid. Now that everyone has been calling him/they a coward, he drives into a well lit, busy area and gets a littler more up close.
It has to be the same guy.
