What is that white pickup with cab over it's bed? Is that the perp vehicle? Perhaps people confused it for a "van" -

Both of the people in those photos appear to be police officers. There does appear to be a stream of blood seeping past the front wheel of the car in both images.
There is a police vehicle to the rear of the black car as well.

Thanks for the grabs -- not really much to see, but that tells you something, I guess.
If the shooter was inside a vehicle, at 'gas-station' range, there wouldn't be too much difference between a .223 Remington/5.56mm NATO (rifle) and a shotgun, assuming the poor man was hit in the head. Only an expert could make any conclusions about the wound damage.
.223 and shotgun would sound similar to most people, and the overall effect on the victim would(could) be similar.
