I agree. This has all the earmarkings of a military trained sniper firing for the effect of draining rescourses and instilling fear. If they really want to catch this guy they should bring in Army or Marine trained snipers and have them scout the scenes to find out where this team is shooting from. Then maybe they can find some difinitive clues.

Quite. The method is exactly what snipers are trained to do in war. They should be looking for trained military men, foreign more likely than domestic but either possible. Ask Bosnians how "atypical" this is - they lived with the same thing regularly for almost 10 years.
