To aviod getting caught and thus be able to create more terror? If their idea was to create fear and terror among the populace then I can't think of a better way than what they are doing now. And recycling your killers rather than disposing of them in a sucide mission makes sense on foriegn soil.

They are only take one shot at their victims...because they can and the one shot is "good." These assassins are trained, but not necessarily American trained. Heard on Rush (from a caller) OUR military sniper-types are trained to pick up their shell casings as a habit. This person is not do this.

Any poacher...I mean farm boy... can tell you it's very hard to be tracked with a single shot. A second shot GREATLY increased the odd some could get a general fix on the area the shot originated from.
