Thanks for that clarification -- as cake_crumb say, that's a very interesting point.

My original question thus becomes: why shoot just one .223 round?

IF after the first shot and a person were to look around and see a muzzle flash of the second shot...you would have a place to start an investigation...

Brass could be a red herring...
