Wouldn't there be available satellite images of the area at the time the shooting occurred? I don't know whether this particular situation would have been photographed, but DC does get more than it's share of overhead surveillance I'm sure.

Terraserver has a photo from USGS in the early 1990's. Overhead shots would be entirely coincidental. The resolution of the shot and the timing of the shot would be unusual for NSA assets. On the other hand, I don't know all the assets in Low Earth Orbit. So, I suppose they could have gotten lucky, but I doubt it. Spy sats need to be targetted and aimed and positioned in orbit. That's not that easy to maintain and given the international crises, I doubt that we are tasking significant space based spy assets on domestic targets.
This is just hearsay and conjecture though.
