Terraserver has a photo from USGS in the early 1990's. Overhead shots would be entirely coincidental. The resolution of the shot and the timing of the shot would be unusual for NSA assets. On the other hand, I don't know all the assets in Low Earth Orbit. So, I suppose they could have gotten lucky, but I doubt it. Spy sats need to be targetted and aimed and positioned in orbit. That's not that easy to maintain and given the international crises, I doubt that we are tasking significant space based spy assets on domestic targets.
This is just hearsay and conjecture though.

Not practical to blanket the area with photorecon. Another reason to think this is Islamist terrorists: The only practical way to even try to do real-time coverage in an area like this is with drones, and we NEED our drones in Aftganistan and Iraq.
