There is a very large black population in Maryland, and it is also heavily Democratic in its party registrations. In such a state, government jobs go to preferred Dem constituencies. Chief Moose does seem very earnest and seems to be trying very hard. As regards the dude that was missing for awhile and who turned out to be in jail, I was impressed with the way the Chief took the media to task and reminded them how easy it is for them to ruin a person's reputation. On the other hand, throughout the weekend I kept wondering why the authorities held news conferences three times a day when they didn't really have any new information to convey.

Agreed, there seems to be virtually no info in the press conferences. As you probably also saw, in the one this morning, all Chief Moose could do was talk about the number of leads, and held up some little drawing which somehow symbolized inter-departmental cooperation.
Still, they must be under huge pressure from the press to hold conferences and provide whatever info is available.
In fairness to the Montgomery County Executive, who also appears at most of the press conferences, and who I assume is also a Dem, while he is by the nature of his post more political, he seems to be keeping things within reasonable bounds.
Finally, as an aside, speaking of interdepartmental cooperation, whenever there is a big case like this, you always hear the law enforcement representatives going on and on about the wonderful cooperation. Having had a little experience with this, I have no doubt that behind the scenes there is incredible jockeying for position, prestige, credit, blame-avoidance, etc.!
