I think this is a copycat from an episode of "Homicide."

I know the one (actually a two-parter) you are talking about.

The sniper leaves a hangman game written in chalk at all his shooting spots. Commits suicide when cops find him, try to talk him into surrendering. He asks for a final letter, gets it, then kills self.

Then a copycat sniper picks up the shootings. He gets caught because he shows up as a witness at more than one scene. Then he is tricked into confessing - he boasts the other man stole HIS idea. He want's to set the records straight - He's an original, the other man was a copycat.

Both guys are made out to be such losers....not what *I* would guess would inspire a copycat....
