People are trying SOOO hard to make this anythng but a terrorist act that I find it sickening

As far as I am concerned, it is terrorism!

A whacko would not be as skilled and would probably have made a mistake by now and already be in custody.

This is certainly someone who has been well trained.

What special training? Drive to the end of a shopping mall, crack the door, shoot someone a hundred or so yards away, close the door, drive away, get a different vehicle, do it again? It appears that this is what is happening.
