Or maybe he drives a commercial truck/van that makes deliveries to stores/malls in the area. That would make him know the area even better. And he would have a vehicle that would have a legitimate reason to be in the area

This makes alot of sense. No one would pay any attention to a marked delivery truck and the driver would know the area.

However, I am still puzzled as to what the motive would be.

....if that's what the 'crisis management manual' sez. at "Homeland Defense", i.e. hold off on announcement of terrorist connection to avoid mass panic while still trying to apprehend, then that would be what they are doing.... information is like a seive, though, and pretty soon some renegade reporter will pick it up, or a person monitoring a police or fed scanner, or somebody inside will have a big mouth and it will leak, or a foreign journalist not handicapped by myopia or the political correctness of the editor at the desk at US news outlets will let it fly.....

Wrong bridge. The one you're thinking of is just the Bay Bridge - the Bridge/Tunnel is down toward Norfolk/Hampton Roads.

The one key here is that US 301, which goes through Bowie, if taken southward, will take you toward (if not through) Fredericksburg.

Well, at least we can guess at what the translations are!
But I think there really was some sort of geological profile, because I saw some photo which had been doctored with different colors for the different areas where the guy(s) could be. I'm not describing it well, but I think that actually exists!

While I do not claim to be an expert I note that the .223 Remington (aka 5,56 X 45 mm) initially was know for its wounding effect due to hydrostatic shock in that a shock wave ensues once the .22 cal projectile enters a colloidal suspension such as flesh. In short the round is traveling at such a high rate of speed it generates a shock wave in the flesh by slowing down. Further, the projectile itself may transfer more of its energy when it deforms from its original shape. Further the larger diameter the projectile becomes the greater the permanent wound channel.

I believe the tumbling effect was well documented with many of the earlier 5.56 X 45 mm rounds before we went to tme M188 spec military rounds and teh greater twist military barrels.
