Someone in the city manager's office should use a bit of imagination. Since this gentleman, Mr. Sanchez, is inflicting these costs upon the citizens on a constant basis, why not do the obvious. Give Mr. Sanchez a city job in the traffic control department. Since Mr. Sanchez enjoys getting drunk and laying around, even in his own excrement, he could serve as a "speed bump" in the city hall parking lot.
I do believe that a fifth of vodka now and then would cost the city a whole lot less than all these ambulance transports and hospital stays ;-)
