Technically yes, but "7" and "5" are just arbitrary numbers that don't mean anything.

The Broward Counte election commission recounted the SC decision and came up with 7,234 to 0 in algore's favor.

Correct me if I am wrong, but wasn't the vote 7-2? There were two different rulings. The 7-2 ruling said that SCOFLA acted unconstitutionally with their remedy. The 5-4 ruling essentially said there was not time to conduct any further recounts.
