Absolutely YES.
They did it to the Kurds in their own country and the Kuwaitis, and, no doubt, on some of their own troops they thought disloyal.

You need to do some serious remedial reading on the Gulf War.

They are working on chemical and bacterial and atomic weapons to use on anyone they can - especially Israel.
