I don't remember this---I wonder how the Boston Herald knew? I'm not denying it, but I'd sure like to read up on this a bit more.

This editorial is spot on---I am actually glad Gore gave his speech. It's been great fun listening to the media mock him so much the last two days.

WASHINGTON (CNN) -- In an effort to minimize civilian casualties, U.S. warplanes have been dropping bombs filled with concrete, rather than explosives, on targets in Iraq, the Pentagon confirmed Thursday.

Responding to a report in the New York Times, military officials in Washington and at Incirlik Air Base in Turkey, where U.S. planes patrolling Iraq are based, confirmed that the concrete bombs were being used.

The new bombs were introduced following Iraqi allegations that bombings by U.S. jets -- in response to Iraqi anti-aircraft fire in the "no-fly" zone over northern Iraq -- were killing civilians.

The bombs, which weigh between 2,000 and 3,000 pounds, are still capable of damaging or destroying the targets they hit. But without explosives, the bombs don't generate fragments that could kill or wound civilians. A Pentagon spokesman said bombs with explosives are still be used in some circumstances.

Iraq: 'Recognition' of civilian deaths

Iraq's U.N. ambassador, Saeed Hasan, said the use of concrete bombs was "recognition by the United States that its bombs are killing Iraqi civilians."

"Whether it is concrete bombs, explosive bombs, depleted uranium bombs, they are bombs killing Iraqi civilians," he said. "They are ... a part of a military campaign against an independent country, a use of force without any authorization by the (U.N.) Security Council."

Joint Chiefs of Staff Chairman Gen. Hugh Shelton, during an appearance in Virginia, declined to discuss how much or under what circumstances the concrete bombs are being used.

"If we have a target, a specific target that we are very concerned about collateral damage, but it's very important that we hit that target, that is a technique that we have of going after it," he said.

There was a fly buzzing around a barn one day when he
happened on a pile of fresh cow manure.  Due to the fact
that it had been hours since his last meal, he flew down and
began to eat.  He ate and ate and ate.

Finally, he decided he had eaten enough and tried to fly
away.  He had eaten too much though, and could not get off
the ground.  As he looked around wondering what to do now,
he spotted a pitchfork leaning up against the wall.

He climbed to the top of the handle and jumped off, thinking
that once he got airborne, he would be able to take flight.
Unfortunately he was wrong and dropped like a rock,
splatting when he hit the floor.  Dead.

The moral to the story is:  Never fly off the handle when
you are full of sh!t.

There was a discussion about clinton's use of concrete bombs here a few days ago. It's true. Clinton ordered it for fear that someone on the ground might be injured, causing him bad publicity. As a result, nothing was damaged but the radar disks, and they were quickly and relatively cheaply replaced.

This was not the exception but the rule while clinton was running the show.

This was done in response to repeated violations by Iraq of a clause in the Geneva Conventions regarding civilians. To wit:

Protocol 1, Addition to the Geneva Conventions, 1977

PART IV: CIVILIAN POPULATION

Section 1: General Protection Against Effects of Hostilities

7. The presence or movements of the civilian population or individual civilians shall not be used to render certain points or areas immune from military operations, in particular in attempts to shield military objectives from attacks or to shield, favor or impede military operations. The Parties to the conflict shall not direct the movement of the civilian population or individual civilians in order to attempt to shield military objectives from attacks or to shield military operations.

The purpose of the concrete bombs was to permit military targets to be destroyed while minimizing risks to civilians, in accordance with the Geneva Conventions.

Note that civilian casualities resulting from some responsibilities are the sole responsibility of Iraq for using civilians as human shields. The US is not barred from attacking Iraq simply because of its cowardly, inhuman and craven violations of this international law.
