Personally, I'll never understand why someone would want turds hanging from their head, but that is sooooo not the point here. The point is, can a government school userp PARENTAL RIGHTS??? You and I may not think much of the parent that permits this "head turds" crap, but if the goofy parent permits it, the STATE CANNOT CONTRADICT that PARENTAL decision. EVER! PERIOD!!!
