No one said that Ms Stone had a connection with them. Her story is the 4th element.

The reason they are elements is because they were used as reasons to justify their guilt. In other words, it provided a trail of incriminating acts which would lend credence to their guilt from the first alleged act. That of either plotting to blow up something in Miami or at the very least, of perpetuating a hoax.

exactly. And btw, hearing that one of the cars didn't pay a toll never led me to conclude they were terrorists. The stolen plates and two dogs hitting on explosive residues did.
