In my experience this term is used almost exclusively with the meaning that "this is awful." I would be VERY surprised if they thought of the Clintonian meaning, or even KNEW about it....

Absolutely. It's very common and when kids today use it they aren't talking about the Clintonian meaning, in fact, when I was using it at 12, I didn't KNOW that's what it meant....somebody told me when i was about 13 or 14 that's what it meant. It's simple being used to say 'this stinks'. It's made its way into the language now without any real sexual meaning anymore.
