You mean where Congress once again abdicated it's Constitutional obligation to issue a formal decalaration of War???
It was a declaration of war. You just don't want to look at it like it is: a declaration of war. If it wasn't, then why give the Commander in Chief that power?
The War Powers Act gives the President the power to use the military for 90 days without Congressional approval. So if Bush does it in 90 days, what's the problem?
