Can someone please explain to me how the inclusion of red, white and blue ribbons would silence certain voices?

Certainly. It's not so much silencing certain voices as it is not including them. You see, around half the students who attend UC Bezerkely are non-US citizens, so red/white/blue (American) ribbons would necessarily be excluding them. ...(according to the guilty, leftist nutballs on campus). Red, white, and blue isn't universal enough for the slime.

Well then, about half the students at this school should be expelled and evicted. Our education system should address our own citizen's needs, the support of our government for the most part, and thing productive for this nation. To hell with the others. Their nations can provide for them.

Hmmmm...

I know! Maybe they could pretend the colors are the blue, white and red of the French flag! I bet these commies would love to be associated with France!
