Found it:
Explosive device found at Bridge Tunnel...thinking of the VA Pilot, there was an incident where 4 guys jumped ship, somewhere around the same period as the dusty bomb was found...so it's not related, but the ship was foreign and I can't remember if it was 'Liberian' or not. Getting old I guess.
Anyhow, though the bomb was small, the 9/11 terrorists DID make 'practice runs', and I suspect that was one.
