Huh? The way the FBI is now doing things is a dramatic change... The Homeland Security Dept that Bush wants to create is a huge change... Our focus on prevention, rather than after it happens is huge...
Getting rid of the IRS and setting up a sales tax or flat tax would have huge economic effects. Good effects in the long term, but it would be bloody in the short term as companies and individuals shift strategies to cope with the change. The FBI and Homeland changes are very small compared to the economic chnages that would result from implementing a national sales tax or flat tax.
If it were up to me, I'd phase things in slowly, eliminating a tax bracket every year and reducing deductions...once a flat tax is in place slowly start to bring in a sales tax with corresponding reductions in income tax bracket rates. Overnight changes would be devastating.
