Sounds like Mr Black was used as Bait...........SOP at my old department would have replaced that clerk with a cop if they knew/suspected ahead of time.

These POS LEO's staked out that clerk like a lamb with a wait and see attitude.

and hopefully undercover cops would be near the door and in the shop to protect
(more hopefully to replace) the public.

From the Arkansas Crime Information Center the definition of Accessory: A person who assists in the commission of a crime.

The LEO's should be held as accessories to this crime...they literally aided in a successful armed robbery. This is one civil suit I wouldn't mind seeing.

Makes more sense than leaving a civilian in there to possibly be harmed. And obviously the robber needed to be off the street, probably shouldn't have been paroled to begin with, and CAN'T be arrested because the police 'know' he's going to rob a place...he would have to be convicted of actually ROBBING it.
