    Ohioans in general lean libertarian and the elected Supreme Court knows it. So does the legislature, which typically writes very exact laws in order to prevent localities from going above and beyond state law. The way I interpret this ruling, not even 
city councils can pass anti-smoking-in-bars ordinances.
 Nannies across the state just got served notice.
