Better believe it folks, it's just this bad or worse. I'll never forget a big wig bureaucrat several years back who was pissed because some local municipality went over his head and ordered up several C-130 tankers to assist in fighting fires in the hills north east of L.A. He refused to give them any of the "Pink Stuff" (fire retardant) to mix with the water to teach them who the “Boss” was.
