WASHINGTON (Reuters) - The U.S. Senate on Thursday handed President Bush his biggest legislative victory of the year by restoring the White House's authority to negotiate new trade pacts for the first time since 1994.
The Senate approved the trade promotion authority bill, just days after it squeaked through the House of Representatives by the narrow vote of 215-212.
The legislation now goes to Bush, who is expected to quickly sign it into law. He has pushed for the authority, also known as "fast track," since taking office 18 months ago.
The bill is critical to the Bush's ambitious trade agenda, which envisions a number of new bilateral, regional and global trade agreements by the end of his term in January 2005.
The bill allows Bush to negotiate trade agreements that Congress would have 90 days to approve or reject, but not amend. Supporters say that without the measure, countries will not negotiate seriously with the United States because of the fear Congress will change any provisions not to its liking.

Sen. Robert Byrd, D-W.Va., a fierce defender of congressional prerogatives, waved his copy of the Constitution and warned that fast track "wrests from the Congress its right to strengthen and protect America’s trade laws."
I would vote Yea on anything that this idiot waves "his copy of the Constitution" at. I'm pretty sure it is not a standard-issue Constitution that I love.

I want to see some big victories over our Islamic enemies. Sooner rather than later would be best. Now that President Bush has postponed the attack on Iraq to avoid it being labled an "October Surprise", I am starting to become concerned that our efforts to fight these nations of terror, and the Bush Doctrine of September 20, 2001, may be affected by Democratic politricks. I don't want the "War on Terror" ending up like the "War on Drugs", an ineffectual waste of rhetoric and money. I want results. I tend to think that the enlisted men and women fighting for my safety agree with me.

Every president from Gerald Ford on has had fast track authority, but President Clinton failed to revive it after it expired in 1994, largely because of opposition in his own party.
