Hospitals Burdened by 'Parasitic Effects' of Illegal Immigration

(CNSNews.com) - As Congress considers a reorganization of the Immigration and Naturalization Service, some members are also taking a closer look at the cost of illegal immigration, especially to the nation's hospitals.

"We basically want to know ... how much these hospitals are being hit ... and what are their recommendations [as to] what we should do," Chris Paulitz, a spokesperson for Rep. Mark Foley (R-Florida), told CNSNews.com. "It's just hard for these hospitals to keep staying afloat with this, especially in our area in Florida."

In a recent letter to U.S. Comptroller General David Walker of the General Accounting Office (GAO), Foley acknowledged the legal and moral responsibility of hospitals not to turn anyone away, but expressed concern over the financial burden imposed as "hospitals are inundated with thousands of illegal immigrants seeking medical care."

"We need to remedy this problem before we can no longer afford to take care of Americans," Foley said. "The parasitic effects on our health care system must be inoculated immediately.

"The world must realize that, while we gladly accept its tired, poor and huddled masses, we also have rules that govern their entrance," he explained. "We must make clear that these rules apply to both foreign nations and its citizens."

Foley stated in an op-ed earlier this year that the U.S. "should not be burdened because of the failure of a foreign nation to maintain responsibility for its people." He is now asking the GAO to make recommendations on possible solutions for alleviating this problem.

But Tanya Broder, staff attorney and policy analyst for the National Immigration Law Center (NILC), disagreed with Foley's actions.

"The cost of treating an undocumented person isn't different from the cost of treating another uninsured adult," she stated. "The only issue is that our federal government is excluding some persons from public health coverage because of their immigration status.

"Claiming that the solution to uncompensated care is getting rid of undocumented immigrants ignores the fact that a growing number of citizens and lawfully present immigrants do not have access to health care," Broder added. "We need to reexamine how we care for the uninsured throughout our health care delivery system."

However, David Ray, a spokesperson at the Federation for American Immigration Reform (FAIR), said American taxpayers, not illegal immigrants, are the ones suffering discrimination.

"The only person getting the short end of the stick in this whole bargain is the taxpayer and disadvantaged Americans who rely on public health centers to stay alive," said Ray, pointing out that illegal aliens "are showing up for free health care and then going home." If a U.S. citizen tries to do that, Ray said, the hospitals would "find ways of extracting payment from you, by hook or by crook."

The American Hospital Association (AHA) has a system that keeps track of general uncompensated care, defined as the "estimated cost of bad debt and charity care to the hospital." According to the AHA's records, the national uncompensated care cost in 2000 was $21.6 billion or six percent of total expenses.

Ray pointed out that the Federation for American Immigration Reform's estimate of the national cost incurred by illegal aliens for Medicare and Medicaid is $3.7 billion.

"It's an enormous cost and can be very crippling, especially in border-states," Ray explained. "The federal government is the one that's dropping the ball in allowing poor immigration enforcement to [negatively affect] the state's pocketbooks."

Cecilia Munoz, a policy analyst at the National Council of La Raza, calls efforts to change immigration at the health care level "unrealistic" and said "focusing on what happens in hospitals is not going to provide immigration reform."

To Ray, however, even if Foley's efforts don't alleviate the problems in Florida, "it's always useful to remind us [of] all the enormous costs associated with illegal immigration."

They also use the Emergency Medical Services as a taxicab to the hospital. I'm an EMT for a Volunteer ambulance corps and often we are called to the lower income areas of our treatment base for what we call "bus rides", we have to by law transport them to the hospital when they have a headache or a hangnail..

I've heard that too. Isn't it strange how fast these poorly educated, third world people learn to use our system and collect every freebie that exists? I would swear that someone must be giving them lessons on how to swindle America.

The parasitic effects on our health care system must be inoculated immediately. Are they just now figuring this out??? I've been using similar terms for well over a year now. Our local hospital district almost went under due to these parasites. What to do? Send their butts back home asap! Deport, deport, deport.

Why do these people continue to defend criminal behavior?? I dont get it.....they wouldn't defend murderers or child molesters, but they defend these criminals....Amazing!!!!

Hi Janet,
A month and half ago, here in Skagit County, Washington State we had an out break of whooping cough. Every one knows that when a baby is born legally they get shots for this so where did it come from? Illegals whose children have not had the shots in their country. The county had to order from the government the necessary shots to give to children who had not had them. I haven't seen any thing lately in the newspaper about this, so do not know how many new cases have developed.

Illegal aliens as NURSES have been busted at least twice in the past five years in the Midwest. In one of the cases, INS and other federal authorities actually used in the prosecution a calculation they did of how much the huge number of illegals hired by one nursing-home chain had depressed wages of nurses there!

Anyone not thinking that illegals are hurting both patient care and nurse wages is in denial.

Hi calawah, it's the same thing here in southern California, and the biggest comeback of disease that I've heard of here is TB, which used to be rare. It makes one wonder what other diseases will return, and will our kids and grandkids be infected?

The schools here can't even ask the parent about citizenship, it's against the law. One school in the next town is now 90% Mexican students, most of whom cannot speak English. This is common here. Now the mention of building new schools is in the news, and you know who pays for that, the homeowners do. Soon the takers will outnumber the givers.

I probably should'nt post this, but my sister, brother in law and two great grandkids, went to garage sales on Friday. She said they stopped at this one, and the two gals spoke nothing but Spanish. Her grandson and husband were looking at several things they were going to buy and she told them no we are not buying one thing. The two Mexican gals looked at her and started speaking Spanish again and she told her family, if they can't speak English, then far be it for me to spend my money here. She said I sure wish I knew what they were saying. lol

How can any self-aware person honestly make such a bone-headed statement? Answer: honesty can't be present in an agenda driven martrix.

When they get the wages down to $6 an hour with no benefits offered, then they claim they have to hire them because no American wants that kind of job.

Within the past several years, ultraliberal USA Today ran a front-page article saying that now parents - the traditional constituency for school-tax and school-bond referendums - are voting them down, due to figuring that little of the new money goes to their kids anyway as a result of it instead going to hordes of children of illegals and the related high costs of bilingual education.

I'm not discounting the effects of illegal immegration, only pointing out that welfare state medical programs are far, far more costly to health care providers. How do I know? I am one. The illegals, to be sure, compound the problem in border states.

Go over to the local welfare office here in Alamance County, North Carolina - about 1,100 miles from the border - and you'll see that half the posters and flyers in it are now in Spanish, something not done before seven years ago when the illegals first showed up here.

The welfare and health departments locally have even rented billboards in Spanish recently. The local hospital has half its literature in Spanish - only in the past seven years, after the illegals came to a county 1,100 miles from the border.

Get out of the Egyptian River.

Sorry. I thought you understood that there are more than 2 states, and basic mathematics. There are roughly 15 times more Medicare/Medicaid patients (at least) than there are illegal aliens. I have seen exactly 1 illegal alien here in Montana in my practice, in over 70,000 patient bills in the last 5 years. However, about 50% of those patients are medicare or medicaid.

Nothing wrong in posting the truth. I had one garage sale in my life, and made up my mind, never again. The Mexican ladies came with their little plastic bags and stole everything they could. One would engage me in broken English conversation while the other ones filled their bags. I caught one in the act, she denied it, then they all ran. From then on, I just donated to the Salvation Army, to hell with garage sales.

That is not the half of it, Gephardt announced plans today for an illegal ammensty. He announced this at the National Council of La Raza in Miami Florida. Ammenisty for illegals that have lived in this country for 5 years, and who have worked for 2 years in this country. Figure that will amount to 3 to 4 million. I went into numbersusa to send some faxes I did'nt get sent last nite, and there was this new fax with this information. Any one that belongs to numbers go and send your faxes. I think the site is over loaded, I was having problems getting my sent so will go back later and do so.

Thanks. I'm doing the same thing, and I hope someone will listen. Again our "leaders" are going against the will of the majority of Americans regarding this issue. It stinks.

I too am ticked that 80% of American citizens want the borders closed and illegals deported and no one on the hill is listening.
CHEAP labor comes at a cost...the free medical is just one of those costs.
Maybe they would think twice about crossing over if signs were posted on the border:
