That's one way of looking at it. Looks more to me like the government is trying to scare the bajeebers out of everyone so they'll sign to anything it wants to do. The shooter was just a person who's be buying everything they've been spewing. I'll bet this guy would accept anything they wanted to do. Now to me, that's dumbed down.
