That was my experience as well unfortunately. Broke my heart to see these kids playing in the street and so young. One time one darted out in front of the car and I looked for an adult to watch this child--none to be found and I walked the child to his home when he pointed it out--imagine if this Avila nut was there! And our street you could see a very busy main road from it and walk easily to it. I could never understand it having children this age myself. And it was not an isolated incident, happened on street after street in the neighborhoods on the west side of Phoenix where I lived.

Sorry, I don't know where you live but that is not MY experience with the typical Hispanic parent at all. Here just outside of Houston, my wife teaches bilingual Second Grade. When I drive to pick her up after school, I go through one of the more modest neighborhoods served by the school, where a large number of Hispanic families live.

Typically you see the anglo kids all walking home together in groups, but it is more common to see the Hispanic mothers walking their children home. Typically they don't drive or can't afford a second car, so the moms walk up to the school in the mornings with their children, and walk back to fetch them in the afternoon.

In the evenings here in our neighborhood where more than a few Hispanics live, the kids are out playing in front on their homes, including in the streets, and the parents all congregate in a yard to chat while they watch them.

This is all anecdotal, but the Hispanic "microculture" (my M.Ed. wife's two-bit word) is much more diligent in caring for children than other "minority" groups I could mention.

And you might recall that Samantha was a hundred fifty feet away from her grandmother's apartment when she was snatched. Something to consider.
