Add to all of this, I saw on the ABC evening news last night that all new cars will have a "Black Box" exactly like those on airplanes installed (in the air bag sensors) which can also be used to record conversations at some unnamed future date. Right now, it will record only vehicle data like speed, location, braking behavior....etc.
Goodbye civil liberties!

I guess this Big Brother campaign (above) of controlling of US citizens was paranoid, too.
Mobilizing the citizenry against a war, getting on alert instances of domestic espionage and sabotague, and even particularly in this 2002 situation with an enemy already on our soil who killed 3000 already!
Shame. "Don't organize to protect the homeland." Why, we might lose our freedoms! /sarc
What point is our freedom if many of us are all blown to bits or choking on sarin gas or growing lesions and keloids due to radiation?
Having said that, I do question the patriotism behind certain illogical premises that are not born out by history during this time of War we are in. The article itself it also waaay overreaching.

My problem with TIPS is because "there is potential for abusive, large-scale investigations of US citizens. "

Do you want someone who is a federal employee determining whether the gov't should enter your name into "databases for future reference and/or action. The information will then be broadly available within the department, related agencies and local police forces. The targeted individual will remain unaware of the existence of the report and of its contents.
The Patriot Act already provides for a person's home to be searched without that person being informed that a search was ever performed, or of any surveillance devices that were implanted. "
Truly concerned citizens know how to call 911 and report what they have seen.
Remember the man in Las Vegas who gave the false terrorist report about the conversation he heard on his phone? Who is going to be the one to decide whether to investigate or just put your name into the database with the "report". You won't know it's there so you will not be able to defend yourself or explain why you were where the report says you were.
In fact you could have been somewhere else that day, but your name will still be in the database falsely accusing you and casting doubt upon your character and patriotism.
