It was hinted at that prior to the Gulf war, the Iraqis were informed of what our response to WMDs would be, and I work with people who can attest to their availability in the theater during that period.
Hard proof? Certainly not, but I was just giving my humble opinion, I'm not a news reporter.
And I'm not sure what you mean by my statements being "incendiary" - will I get flamed for stating that? Why? It's just an opinion, and I didn't make any derogatory remarks about anyone, nor would it be deemed overly controversial, esp. on this site...

Prior to Desert Storm Sec. Baker met with, I believe Iraqi Foreign Minister Tariq Aziz and I don't remember the quote or paraphrase but the message was if Iraq hits us with any NBC weapons, to expect a devastating repsonse in kind.
