I think that "resignate" was intentional -- it was meant to be reminiscent of "strategery." The rest is unliteracy.

Actually, with all due respect to Bush, I believe that the use of "resignate" is a reference to a misstatement made by Bush at one time. I believe he once said "resignate" when he meant "resonate." It doesn't really matter. Appearance is everything. The signs make them look like fools, whether "resignate" was intentional or not. And like you said, the "to/too" thing can't possibly be part of the joke. It has no possible relation to anything Bush has ever said (you can't prove a homophone has been misspoken), and it's an extremely common mistake made by stupid people. Which these smelly granola-crunchers obviously are.
