Kaiser (CA HMO) testing smallpox vaccines (on non-medical volunteers)

Oakland -- Kaiser Foundation doctors in Oakland began testing two different smallpox vaccines Monday to see whether either or both could be diluted and used if the government decides to vaccinate every American after a major bioterrorism attack.

The Kaiser doctors are still seeking 50 volunteers for the study.

First I have heard that non-medical people are being allowed into the process. The 1-in-1-million figure is new to me as well.
