Unfortunately, it appears that the only one who can't seem to 'get the message,' given the fact of forty years of non-compliance by the American hierarchy, is the Vatican.
I take it as Engel's opinion that even if the Vatican reaffirms the 1961 instruction or issues a new version of the 1961 instruction, it will still be up to the local bishops (and their seminary faculties) to enforce them, and that the most probable outcome is that the instructions will be ignored for another 40 years by many bishops and seminaries.
