I believe that the property is owned by the Port Authority of New York and New Jersey.

However, I believe that they contracted a private agency to administer the World Trade Center complex... but I'm not entirely sure about that.

You are quite correct.Now, the State will lose the tax revenue, there isn't a need to re-build the PATH or subway routes, and a windswept hole in the ground will turn lower Manhattan into a ghost town.I bet the owners of WFC are thrilled with this decision...NOT!! What a great way, in one fell swoop, to devalue all properties in the area.
