CARTAGENA, Colombia - Former U.S. President Bill Clinton arrived in this South American country with praise for Colombia's outgoing president and encouragement for president-elect Alvaro Uribe.
Clinton, who pushed through a $1.7 billion aid package for Colombia to fight drugs during his term in office, said he backed U.S. President George W. Bush's efforts to expand that aid to fight insurgent groups. "I support your president-elect and President Bush in the decision to broaden the uses of our funds to support the fight against the people who would take away your freedom," he said during a brief encounter with reporters at the Cartagena international airport.
Clinton is here for a two-day visit to address a conference on how the private sector can help Colombia resolve it long-simmering civil war, in which roughly 3,500 people are killed every year.
Clinton had plenty of praise for outgoing president Andres Pastrana, who negotiated with the Revolutionary Armed Forces of Colombia, or FARC, for three years before ending peace talks in February. "President Pastrana did everything he could to have peace talks and a pacific resolution of this," Clinton said. "I think the United States should support the current and the future government of Colombia to do whatever is necessary to end the violence."
Clinton criticized the recent FARC threats to kidnap or kill more than 100 mayors and hundreds of other government employees if they don't resign. "I don't think it's right to force violence on people who don't support you politically," he said. "I don't think it's right to try to find a solution with a bullet [Tell that to Vince Foster!] when the people are perfectly capable of finding solutions with their ballots."
The FARC threats this month have paralyzed municipal governments around the country. Pastrana has responded by offering the threatened city officials protection through a program funded by the United States as part of the aid package Clinton pushed through.
This is Clinton's second trip to Cartagena. Two years ago he met with Pastrana here to inaugurate Plan Colombia, the ambitious anti-drug effort funded in part with by the U.S. aid package. Clinton is fondly remembered in Cartagena for violating protocol during that trip to walk through neighborhoods and talk to local residents [aka, hookers]. But Colombian authorities aren't taking any chances.
About 4,000 specially trained police, soldiers and sailors swarmed over Cartagena Friday. In addition to the sharpshooters and other security forces, Colombian authorities have sent eight helicopter gunships, five planes and 11 boats to patrol the air and water around the walled city.
"We expect everything to go well ... We haven't had threats of any type," said Adm. Guillermo Barrero, commander of the Atlantic naval forces. Clinton is expected to leave on Saturday. link
