I like the way the NYT spins this as no crime committed instead of just what the statement says no charges filed.

Federal prosecutors must meet a certain evidentiary standard and have some likelihood of conviction,before bringing a case to trial. If the witnesses will not cooperate and continue to stonewall and have faulty memories,they are not going to be able to meet their burden of proof. Because they were not charged, does not mean that they were cleared.

There was never any reason to believe anybody had done anything wrong, even in the first place.
Normal, innocent people do not speak this way.
Of course, BJ is neither. :)
